Protective/Threat Investigations (P/TI)
A process of contemporary Threat Management specifically designed to counter, deter, and prevent crimes/assaults from occurring.
Involves a systematic analysis of the inappropriate communication/threat itself while identifying the subject(s), assessing the threat/risk, and mitigating and minimizing the threat/risk. It is noted that an inappropriate communication itself may not be a threat - but a threat is always an inappropriate communication.
Incorporates the key elements of protective response, threat source intelligence assessment, and threat management strategies.
Different than traditional criminal investigations, and a significant challenge to protective/threat investigations, is the fact that often no law has been broken when an inappropriate communication has been made.
Thus CJES Protective/Threat Investigations are proactive measures designed to deter and prevent violent acts – not reactive ones, responding after an assault. They require due diligence and invariably creative and innovative investigative processes to manage successfully.
Consequently it is essential that protective/threat investigations are initiated at the earliest stages of a subject making an inappropriate communication - i.e. a possible "pre-indicator" of violent behaviors/actions.
