An essential process which in order to be successfully implemented must be both proactive and fundamentally based. Each element itself complements the others to ensure threats are promptly, carefully, and thoroughly investigated and managed/mitigated - up to and including arrest and prosecution.
Research studies show that "persons who pose a threat - often do not make threats." The challenge then is to identify the person who is a threat - but hasn’t necessarily made a threat per se. Thus, inappropriate communication characteristics have been developed as potential "pre-indicators" to violent behaviors and actions. Consequently they are the primary focus and driving force behind protective investigations/intelligence and protective response.
CJES Threat Source Intelligence Assessments (TSIA) are conducted on identified threat sources to outline and assess subject intent, motive(s), ability, background, inhibitors, justification, behaviors, activities, ... TSIA-based protective response measures (always incorporated within a TSIA) vary, may be covert and/or overt, short-term and/or long-term, and are individually and jointly determined from the assessed threat/risk and facility, environment, operations, and personal protection levels.
CJES Threat Management Strategies (TMS) are designed to minimize the threat/risk posed by a threat source – identified or unknown. Strategies are guided by case, subject, and situational aspects; requiring single, multiple, and/or intermixed strategies to appropriately and effectively manage and mitigate the threat/risk.
Dependant on a number of various factors, TMS may have a "shelf-life" meaning that what works today may not work tomorrow and conversely what doesn't work today may well work tomorrow. Determining which is which is why this is considered a more "artistic" than "scientific" based process.
