Emergency Management Planning

CJES considers the inherent program goal/objective of Emergency Management to be the acknowledgment and understanding of the urgency behind identifying and preparing for hazards, disasters, and critical incidents before they occur. Undoubtedly it is a program requisite that “pro-active” measures are required in order to provide for any immediate and successful reaction/response.

Hazard, disaster, and critical incident/event mitigation and deterrence/prevention efforts should be implemented during the initial stages of program development. Mitigation is essential to reasonably ensuring loss of life, property, and the resulting impact is minimized during incidents. Optimum preparedness, response, and recovery efforts result from having up-to-date Occupant/Facility Emergency, Life Safety, Judicial Security, Executive Security, Continuity of Operations; and site-specific (e.g. Active Shooter, CBRNE, Civil Disturbance, Hostage Situation, Escape, Assault, Criminal/Terrorist, etc.) Contingency Plans, Training, and Exercises.

An integral component key to model programs is the inclusion of Threat/Risk and Vulnerability Assessments (T/RVA). In order to determine site/operations-effective reactions/responses it is essential to conduct a T/RVA.

These type of program initiatives need to continue on a concentrated on-going basis in order to ensure hazards, disasters, and critical incidents/events of a contemporary nature are identified and addressed.
